Here’s the Grand Theft Auto V Los Santos Customs Trophy Guide helping you fully mod a vehicle.

There are a lot of issues with this trophy / achievement as not every car can be fully upgraded.

The easiest and cheapest way to do this is to first purchase Grove Street Garage for $30,000.

Grove Street Garage

Then purchase the Weeny Issi (Phone> Internet> Travel And Transport> Southern San Andreas Super Autos> 2 Door> Weeny Issi) for $18,000.

Once purchased, the car will be delivered to your garage then take it to any mod shop (mod shops unlock after you fail to save Michael’s boat on the freeway and are shown as a spray can on the map)

In total, you will need to spend $76,665 ($30,000 for the garage, $18,000 for the car then $28,665 for the mods) to get this done so leave it until later in the game. 
When you’re in the mod shop, repair any damage then apply the following mods;

Armor

Armor Upgrade 20%, $500

Brakes

Street Brakes, $2,000

Sport Brakes, $2,700

Bumpers

Front Bumpers> Custom Front Splitter, $500

Rear Bumpers> Custom Rear Bumper, $500

Engine

EMS Level 1, $900

EMS Level 2, $1,250

EMS Level 3, $1,800

Exhaust

Dual Exit Exhaust, $375

Hood

Vented Hood, $325

Horn

Standard>  Truck Horn, $60

Lights

Headlights> Xenon Lights, $300

Plate

Blue On White 1 / Blue On White 2, $50

Respray

Primary Color> Chrome, $1,200

Secondary Color> Chrome, $600

Skirts

Custom Skirts, $415

Suspension

Lowered Suspension, $500

Transmission

Street Transmission, $2,950

Turbo

Turbo Tuning, $2,500

Wheels

Wheel Type> Muscle> Classic Five, $1,290
